Public Service Agency: Business-Based Innovation in Public Institutions

Legal certainty as a result of the development of laws and regulations encourages the establishment of the Regional Public Service Agency. By taking into account the principles of fairness, propriety, and benefits that are in line with Healthy Business Practices, BLUD seeks to provide public services more effectively, efficiently, economically, transparently, and responsibly. This will help achieve the goals of the regional government, whose management is carried out in accordance with the authority granted by the regional head. The purpose of this study is to serve as a document that can be used as a reference and considered in making policies related to the establishment of the Regional Public Service Agency in related institutions. The study was carried out by means of Value Proposition Analysis, focus group discussions, and an analysis of the hierarchy process. The results of the study recommend 12 Public Service Recommendations in the Field of Communication and Informatics, namely Application Development Services, Key Location Servers, Internet Services, Information Technology Architecture Development Services, Smart City Replication Services, Digital Content Creation Services, Advertising Services, Data Analysis Services, Consulting and Development Services HR, Dissemination Services, Research Services, and Report Preparation Services These service recommendations can be used as BLUD services that can be offered as a community

Democratic Discipline over the Soldiers: The Post-2004 Dynamic Mapping of Civilian Control over the Military in Indonesia

This article attempts to explain the development map of the quality of democratic control over the military in Indonesia from 2004 to the second period of Joko Widodo’s administration. Some of the questions that will try to ontrol are, why did the president with a retired military general background be considered as having the modality in building a civilian ontrol over the military after the Reformation? And how was the institutionalization of civilian control over the military? This study was conducted based on a literature study and news analysis about civilian control over the military since 2004. The year 2004 was a turning point in the dynamics of civil-military relations in Indonesia to find its ideal form in the context of capable civilian control over the military, after more than three decades involvement of military groups into Indonesian politics throughout the New Order era. At the beginning of the Reformation era, the civilian government at that time was still not paying serious attention on efforts to subordinate military groups under civilian rule, resulting in uncondusive observations of civil-military relations in the first years of the Reformation. The euphoria of the Reformation tend to direct civil attention to the issues of post-New Order political institutionalization, until finally Indonesia was only able to organize a viable electoral system in 2004, which at that time was won by presidential pairs of Susilo Bambang Yudhoyono (SBY) and vice president Jusuf Kalla ( JK). The elected President, SBY as the only president in the Reformation era with a retired military general background is considered to be a modality to stop the confusion of civilian government attitudes towards military groups in Indonesia in building civil supremacy over the military. However, the success of civilian control over the military still rests on the personal power of the head of state rather than as a result of the institutionalization of an established civilian control scheme over the military.

How is the Free Wifi Service Implemented in the Smart City Program in Madiun City?

The era of the industrial revolution 4.0, strengthening digitalization, especially internet connection services that are affordable to all levels of society, is a necessity. The availability of internet networks that are not evenly distributed and generally can only be enjoyed by the upper middle class encourages the Madiun City Government to create a program called Profit M-Tech, which is the Free Wifi Program for Madiun handheld technology. This study aims as follows: (1) describe the purpose of the free wifi program for Madiun handheld technology; (2) analyze the benefits of the free wifi program for Madiun handheld technology for improving service quality both in the fields of education, economy, socio-culture; and (3) analyze the impact of the free wifi program to support smart city policies and programs in Madiun City. The results of this study show the following conclusions: (1) the Profit M-Tech program in Madiun City has provided a very significant supporting capacity for internet services and access that can be reached by all levels of society, both lower, middle and upper classes; (2) the Profit M-Tech program or free wifi in Madiun City has helped development in several sectors such as online learning, micro, small and medium enterprises (UMKM), IT-based covid handling Education, especially this free wifi program during the covid 19 vandemic was very petrifying; and (3) the Profit M-Tech program or free wifi strongly supports smart city policies and programs in Madiun City.

Local Government Strategy in Improving the Quality and Capabilities of Civil Servants in the Digital Era

The digitalization era demands local governments to be resilient and prepared to face various challenges. Improving the quality of public services becomes a necessity to meet the needs of the community. The competence of civil servants should be continuously enhanced, enabling them to adapt to the changing times. This paper aims to examine the strategies employed by the local government to enhance the quality and competence of civil servants in addressing challenges in the digital era. The research location is Wonosobo Regency, Central Java Province. A qualitative descriptive research method is utilized, involving data collection through interviews, analysis of news from the Wonosobo government website, and literature review on similar studies. The research findings indicate the necessity of specialized training for civil servants to improve their quality and competence, considering the unavoidable progress of the digital era. The Wonosobo government has implemented the Government Transformation Academy (GTA) as a training facility for civil servants to enhance their quality and competence in the current digital era. The program aims to equip civil servants in Wonosobo Regency with the skills to effectively utilize technology and information in fulfilling organizational duties and providing excellent services.

Comparative Study of Protection of Migrant Workers between Desbumi's Wonosobo District and Sbmi's Kendal District

The problems of female migrant workers cannot be separated from the discourse on gender inequality. Position and social construction regarding women affect the protection and treatment of migrant workers when working abroad. Likewise, when migrant workers return to their place of origin, they encounter problems from their own families. Moving on from this problem, the researcher wants to raise concerns about how the protection of migrant workers is carried out by DESBUMI in Wonosobo Regency and how the protection of migrant workers is carried out by SBMI in Kendal Regency. The purpose of this research is to find out the comparison of legal protection used to protect migrant workers in both Wonosobo and Kendal districts. The research methodology itself uses a qualitative approach to empirical juridical research. Where there are primary and secondary data. For data collection techniques using interviews, observation, and documentation. Meanwhile, for data analysis using comparative techniques (comparisons) related to the protection of migrants from two districts in Central Java between DESBUMI and SBMI. The results of the research show that protection through DESBUMI There are several services available at DESBUMI including information services, document services, economic empowerment, paralegals, Village Regulations, safe migration and data collection on migrant workers and their families. Meanwhile, SBMI focuses more on policy advocacy related to problems faced by PMI starting from pre-departure, placement and return of PMI to Indonesia.

The Global Trend of Leadership in Cluster Research: A Systematic Review Approach

Leadership is a movement to influence how other people behave with the aim that they will be coordinated to achieve certain goals. Leadership is concerned with members who have distinctive features of a group that can be positively distinguished from other members in behavior, personal characteristics, thinking, or group structure. Meanwhile, management is a series of activities consisting of planning, implementation, supervision, and control to achieve certain goals that have been targeted through the use of human resources and other sources. This study uses a data analysis method, namely Systematic Analysis. This study uses the Systematic Literature Review (SLR) method to identify, analyze and discuss all the data needed in this study. Where the Systematic review method is known as a method that combines many original studies by classifying based on criteria. This method of search assesses and compiles all relevant empirical evidence to provide a complete interpretation of the research results. This research was built consisting of four major stages. The details of the major stages are explained separately. The stages and details of the stages will be followed by the implementation method. In the literature search process, the selection of search results is done by filtering the search results based on predetermined criteria. The criteria used are inclusion and exclusion which are then used as the basis for selecting literature. It was concluded that every leader in the organization must-have criteria that have been set by the company to be able to manage existing resources within the company, so the company will be able to more easily achieve the organizational goals that have been determined.

Digital Influencer and Local Brands: Unleashing the Power of Instagram for Promoting Authenticity and Innovation

This paper explores the potential of Instagram as a powerful tool for promoting local brands examines the effect of the source credibility dimension, which includes expertise, trustworthiness, and attractiveness, on purchase intention through online engagement as an intervening factor. Local businesses need recognition from around. There needs to be an intermediary to introduce local businesses to fashion consumers. The results show that the dimension of source credibility digital influences Purchase Intention and Online Engagement, and the relationship between Online Engagement as an intervening variable can mediate partially. This study's main findings are implications from source credibility dimensions that can create purchase intention without online engagement., with a specific focus on the influential role of digital influencer in driving authenticity and innovation.

The Role of Social Presence Against Impulse Buying at TikTok Live Streaming Shop Consumers Based on S-O-R Framework

This research aims to explore how social presence in Live streaming influences impulse buying through the emotional states of arousal and pleasure, based on the S-O-R (Stimulus-Organism-Response) framework. The object of this research is TikTok Live streaming Shop consumers aged 18 years and over. The data collection technique used is a questionnaire via google form. The sample used in this research was 200 respondents using the SEM method assisted by AMOS 22 software. The results showed that there was an influence of the social presence of broadcasters, the social presence of Live streaming on arousal and pleasure. While the results of the social presence of viewers on arousal have an effect, but have no effect on pleasure. Then the results of arousal and pleasure affect impulse buying of TikTok Live streaming Shop consumers. The benefit that can be obtained from the results of this research is that it can help TikTok live streamer to increase their sales by applying the concept of social presence and consumer emotional factors. Because it can make sales on Live streaming more attractive and convenient for consumers.

Sumber Pakem Tourism Development Strategy through Tourism Area Life Cycle Analysis

Tourism Area life cycle analysis is one of the steps in determining the right strategic steps in developing tourism objects. Based on the observations that have been made, Sumberpakem tourism has experienced ups and downs despite repeated revitalization. The number of visits is not significant, and even once dropped to a no-tourist phase. The concern is, without proper countermeasures, tourism in SumberPakem will be in a decline phase. The decline phase according to Buttler (2011) is the stage where the destination starts to get saturated, visitors start to get bored so that visits start to show a significant decrease and discontinue. Therefore a research is needed to formulate the right strategy in developing SumberPakem tourism. However, so far no study or research has been conducted. The specific objective of this study is to determine the position of the tourism area life cycle of the SumberPakemtourism area so that strengths, weaknesses, opportunities and threats can be analyzed. The result of this analysis is the formulation of prioritized strategies for sustainable tourism development at SumberPakem.

The theory used in this study is the Tourism Area Life Cycle to develop strategy for developing tourist attractions and sustainable tourism. A qualitative descriptive analysis technique was applied to identify data in the form of natural, cultural and man-made potential in SumberPakem. The data were collected by doing a participatory observation technique. The analysis was done by using the Tourism Area Life Cycle theory to identify tourism potential and determine the position of tourism development, and then continued with a SWOT matrix analysis to formulate a tourism development strategy based on its development position.

Regional Expenditure Dynamics and its Impact on Economic Growth: Magetan Regency 2010-2019

This article presents the research results that aim to explain the impact of regional spending on economic growth in Magetan Regency 2010–2019 by utilizing secondary data published by the Central Bureau of Statistics (BPS). Regional spending is district government spending aimed at financing the running of regional administration by the district authority. This study uses an associative quantitative approach. The data analysis technique used is the Pearson Product Moment, using data carried out by some previous tests, namely data quality tests in the form of validity and reliability as well as data suitability tests or classic assumption tests. The statistical test produces a Pearson Product Moment correlation rate of -0.788. Furthermore, the significance test using the t-test produces a t-count of -3.61, lower than the t-table of 1.833. These results indicate that regional expenditure has a negative effect on economic growth, meaning that if regional expenditure increases, economic growth decreases. It contradicts the theory that the higher the regional spending, the higher the economic growth. A deeper search through a series of in-depth interviews found two important factors causing this negative correlation. First, most office workers, both in the public and private sectors, spend their funds, both for household consumption and for investment, outside the Magetan Regency area, likewise with the consumption behavior of the Magetan Regency government and the recipients of construction work from the Magetan Regency government and from the private sector. They also spend funds to procure tools, machines, and building materials outside Magetan Regency.

Determination E-Tax System and Tax Incentive on MSMEs Taxpayer Compliance during Pandemic

This study aims to ascertain the significant effect of the E-Tax System and Tax Incentive on increasing MSMEs taxpayer compliance during the Covid-19 pandemic in East Java, the E- Tax System and Tax Incentive on MSMEs taxpayer compliance during the East Java Covid-19 pandemic. This research uses the mixed method. Quantitative data collection methods and qualitative approaches to discuss the phenomenon of the state of individual taxpayers who use E- Tax, as well as fiscus as recipients and managers of E-Tax accounts. The research resulted in findings that there is a significant and positive relationship between the use of e-Billing on the use of e-SPT, the use of e-SPT on MSMEs Taxpayer Compliance, the use of Tax Incentive Facilities on the use of e-Billing, the use of Tax Incentive Facilities on the use of e-SPT, and the use of Tax Incentive Facilities on MSMEs Taxpayer Compliance. There is no relationship between the use of e-Billing and MSMEs Taxpayer Compliance. The main finding in this study is that there is a significant and positive relationship between the use of Tax Incentives on MSMEs Taxpayer Compliance through the use of e-Billing and e-SPT. This means that the increase in the use of Tax Incentives will also be followed by an increase in the use of e-Billing and e-SPT, and has an impact on increasing MSME Taxpayer Compliance. So it can be concluded from the findings stated that Tax Incentives Through the E-Tax System have a significant and positive relationship with MSME Taxpayer Compliance During the Covid-19 Pandemic in East Java.

Decision to Use Digital Payment Systems in Perspective of Behavioral Financial Theory

Digital payment is a payment method as a forerunner to innovation due to digitalization. Digitalization is driven by rapid technological developments, where these developments cause changes in people's mindsets and habits. The decision to use digital payments, within the Behavioral Financial Theory framework, is predicted to be influenced by financial literacy and inclusion. Behavioral Financial Theory studies individual behavior in understanding, analyzing, and managing finances to make the right decisions to avoid financial problems, including decisions about using digital payment systems. This study aims to determine the effect of financial literacy and inclusion on decisions to use digital payment systems in the perspective of behavioral financial theory. The study was conducted on active Business Administration Study Program Faculty of Social and Political Sciences University of Jember students in odd semester of the 2022/2023 academic year. Based on a quantitative approach, using multiple linear regression analysis method, the study results prove that financial inclusion influences the decision to use a digital payment system, while financial literacy does not. These results indicate that individual financial literacy raises awareness to behave in a way that maintains a stable, secure, and prosperous financial condition in managing their finances.

Navigating the VUCA Landscape: Examining the Transformative Influence of Information Technology on Business Productivity and Performance

In the rapidly advancing era of technology, the implementation of technology in the context of business administration has become a key factor in enhancing the productivity and performance of an organization. This study aims to examine how the implementation of information technology at CV Bangka Putra Persada has influenced the productivity and performance of business. This case study is crucial as it can provide concrete insights into the role of information technology in improving business administration processes at the operational level. The research utilizes a qualitative analysis method, incorporating quantitative surveys from 34 individuals and interviews with 4 staffs who have used Sales Force Automation (SFA) in administration and sales divisions. The findings reveal that the company has embraced technological advancements, namely Sales Force Assessment (SFA), to boost its revenue through increased efficiency and performance. The implementation of information technology has brought significant changes in operational processes and data administration. This is evident in operational efficiency, enhanced data accuracy, and improved accessibility to information. The study underscores the transformative impact of technology on the operational landscape, showcasing how its adoption has positively influenced the efficiency and effectiveness of business administration at CV Bangka Putra Persada.

Effect of Working Capital, Debt Maturity, Sales and Tangibility on Investment Efficiency Listed on the Indonesia Stock Exchange (IDX) for the 2019-2021 Period

The research objective is to analyze variables such as working capital, debt maturity, sales and tangibility that affect investment efficiency. Investment is an activity of placing funds in one or more types of assets for a certain period to earn income. Factors that reflect company performance are the financial statements presented in the annual report. Underinvestment occurs when an investment company requires the use of large amounts of debt. Companies with overinvestment are companies that are in the mature stage with slow growth rates, and high cash flow. In this study the approach used is using quantitative methods. Then analyzed partial and multiple regression. The data used is secondary data. The independent variables used are working capital, debt maturity, sales, and tangibility. The dependent variable used is investment efficiency. Working capital has no negative and significant effect on investment efficiency. Debt maturity has a negative effect on investment efficiency. Sales have a negative effect on investment efficiency. Firm age has no negative effect on investment efficiency. Tangibility has a negative effect on investment efficiency Working capital does not have a negative effect on investment efficiency. Debt maturity has a negative effect on investment efficiency. Sales have a negative effect on investment efficiency. Tangibility has a negative effect on investment efficiency. Working capital, debt maturity, sales and tangibility effect investment efficiency.

Moving Average Analysis of Islamic Stock Composite Index in Asia during Covid-19 Pandemic

This study aims to determine the average growth of Islamic stock market conditions over the past three years since the Covid-19 pandemic hit through the proxy of the Islamic stock index through a comparative study in each country studied. This research method is descriptive quantitative, the nature of the data is data series, using secondary data sourced from daily reports downloaded from each country's stock exchange. The results of this research show that there is no significant difference between the first, second, and third years of the average movement of the sharia stock index in Asian countries that are the subject of the study (Indonesia, Malaysia, Thailand, China, Japan, India, and the United Arab Emirates). The countries that experienced a decrease in the Islamic index in the first yerat towards the second year (2020-2021) are Indonesia and China. And decrease index from the second year towards the third year (2021-2022) are Malaysia, Thailand, Japan, India, and the United Arab Emirates.

Change Management in the VUCA Era

Advances in technology had driven globalization so that the business environment changes very quickly. If previously changes could be planned, change was uncontrollable or even unpredictable now. This condition mastered the organizations had no other choice except to change. Of course, it was not easy for organizations that preferred to stay in the safe zone. It must be realized that indeed change was not easy and required a process. This paper aimed to look at the role of change management in organizational change based on references and studies related to change management. Change was not just transfer of technology or digitaliization but changes that were followed along with changes in mindset and changes in organizational culture of all members. Couples of examples of failures in change cases because they were not being followed by change in mindset. An alternative solution that could be done is to implement change management, the way of how to manage the people affected by these changes. In other words, change management was a way of changing from resistance to change advocates.

Social Media Marketing and Customer Review’s Influence towards Visit Decisions at Gunung Kidul Beach Tourists Attraction

This study aims to explore the relationship between social media marketing, customer review, and visit decisions in the context of Gunung Kidul beach tourists attractions. This research explores the phenomenon of tourists who keep on coming to visit Gunung Kidul beach even though there are minimal infrastructure facilities. Library study method was selected for this study because it is suitable for analyzing existing body of knowledge and identifying patterns, trends, and gaps in the literature. This approach involves reviewing and synthesizing articles, books, journals, conference proceedings and other credible sources, related to the impact of social media marketing and customer reviews on visiting decisions. The number of sources used in this research is around 20. The findings of this study reveal interesting insights about the dynamics of social media marketing and customer review in the context of Gunung Kidul beach tourism object. This research shows that social media marketing and customer review have a positive impact on the formation of trust among tourists. From the analysis that has been carried out, social media marketing and customer reviews have a positive relationship with the decision to visit. This study combines two variables that are not combined much, social media marketing and customer review to determine the influence on the decision to visit. This research contributes to a comprehensive understanding of the interactions betweensocial media marketing, customer review and visit decisions, offering practical insights for promoting sustainable tourism development in Gunung Kidul, Yogyakarta.

(Instagram is a social media used massively in the era of society 5.0. Because of its massive use, Instagram is now not only a social media but also the primary source of information searches. The Instagram account @jktinfo has 3.3 million followers, providing the latest information about Jakarta. The information provided by @jktinfo comes from various sources, both provided by account managers and their followers. This research discusses how Instagram is used as a medium to fulfil the information needs of the Jakarta people. This research is conducted by looking at followers' perceptions after viewing the @jktinfo account. The method used in this research is descriptive qualitative. Data collection techniques in this research are interviews, observation and documentation carried out to followers of the @jktinfo account. The theory used is Information Richness Theory. The results of this study show that followers of the @jktinfo account use Instagram as the primary source of information. In addition, some of them use the @jktinfo account to fulfil information without looking at the validity of the information.

Instructional Communication Strategy for the Higher Education in the VUCA Era

In recent years, we have been faced with conditions that are volatile, uncertain, complex, and ambiguous (VUCA), this is also felt by higher education institutions. The development of new technologies, changing student demographics, and shifting economic conditions all contribute to this dynamic environment. Under these conditions, the role of effective strategic communication is increasingly needed. Through this article, we will look at communication strategies that higher education institutions can use to navigate the VUCA era, one of which is the implementation of interactions between lecturers and students through online tutorials held for two months each semester. The main problem is the weakness of instructional communication between the tutor and student in the tutorial process. Several topics of discussion focus on how to manage and plan a communication crisis, utilize digital communication channels, foster a mindset of collaboration and cooperation, get to know the stakeholders, and be ready for changes in communication patterns in this VUCA era. In the end, with the basic concept of several theories, it can be concluded that the VUCA era is a challenge that higher education institutions must face. An effective communication strategy will help tertiary institutions monitor the environment, achieve their educational goals, and be better prepared in the VUCA era.

Preserving West Lampung Culture through the Role of the Young Generation on Social Media

The primary objective of this research is to ascertain the extent of the younger generation's involvement in the preservation and conservation of West Lampung's cultural heritage through the utilization of social media. Employing a qualitative research approach, this study employed in-depth interviews as its research methodology. The participants in this study were selected from the cohort of active social media users belonging to the younger demographic of West Lampung. The data collected were subjected to a rigorous analysis utilizing a thematic approach to elucidate discernible patterns and emergent themes.

The research findings substantiate the significant role assumed by the younger generation of West Lampung in the preservation and safeguarding of their local culture through the medium of social media. They adeptly harness these digital platforms to disseminate a broad spectrum of information encompassing West Lampung's cultural tapestry, spanning customs, traditions, artistic expressions, and the vernacular language. In doing so, they engender a heightened level of public awareness and serve as a wellspring of inspiration for their contemporaries, encouraging them to actively participate in this endeavor of cultural preservation. This research serves to deepen our comprehension of the latent potential harbored by social media as a potent instrument for the preservation of local culture. Through the proactive engagement of the younger generation in harnessing the capabilities of social media, the rich cultural heritage of West Lampung stands poised for perpetuation and dissemination to forthcoming generations.

Communication Towers in the Business and City Aesthetic Aspects to Face the VUCA Challenges

Communication towers are one of the important aspects that support business development in a city, while also considering aesthetic aspects. This research aims to see how the role of communication towers in facing VUCA challenges. Qualitative methods were used to collect various data developed in SWOT analysis. The results showed potential business aspects considered based on the strengths, weaknesses, opportunities, and threats of communication towers in addition to city aesthetics in facing VUCA challenges. The SWOT analysis of telecommunication towers and available land shows that the most successful strategies are the SO (Aggressive Supporting Strategy) and ST (Diversification Supporting Strategy) approaches. It is crucial to investigate accessible land and the contribution of the business to the community to determine the government's actual position. Four strategic options are generated from the SWOT approach presented in matrix form. The results of the SWOT analysis can be considered by stakeholders in utilizing the potential of this communication tower.

Challenges to the Radio of the Republic of Indonesia as a Public Broadcasting Institution to Enter Political Contestation in the 2024 Elections

As a public broadcasting institution, Radio Republik Indonesia (RRI) has a big role for the progress of the nation, especially in providing information services to the public. At the current stage of the 2024 election, there is a big challenge in being able to demonstrate the nature and duties as stipulated in Government Regulation Number 12 of 2005. This research aims to examine the various challenges facing itself as a public broadcasting institution which must be fully oriented to the public interest.

This study uses a combination of normative juridical methods, literature review and document study. However, because of the wide variety of archival data requirements, specialized commercial archival databases are built by individuals or organizations. The purpose of this study is to identify the types of commercial archive data centers, their characteristics and service models. The method used in this study was a literature review compiled from various sources related to the research objectives. Then the data is codified, compiled and analyzed. The results of the study show that the increasing activities that occur in the community, special data are needed, such as data related to economic development, domestic trade data, cultural data centers and others. In this study, the sample chosen to build a commercial archive data center is cultural archive data which includes various superior products from various regions in Indonesia. Among these superior products are products that can improve the economy in society. Archive data that is complete and easy to find will provide benefits for various parties to utilize the archival data.

Analysis of the Utilization of UBAYA Digital Archives using the Unifield Theory of Acceptance and Use of Technology (UTAUT)

The VUCA era demands rapid adaptation to fast-paced changes for individuals and organizations; otherwise, they risk being left behind. The University of Surabaya's (UBAYA) Archiving Unit is one of the archival institutions responding to these changes by implementing and providing digital archiving services. The management of UBAYA's digital archives aims to facilitate easy access, digital preservation, effectiveness, and efficiency. Therefore, it is important to conduct research to understand user responses regarding the utilization of digital archiving systems using the Unified Theory of Acceptance and Use of Technology (UTAUT) method. The research methodology employed is a mixed-method approach with a sequential explanatory design. The findings reveal that the majority of respondents responded positively to the utilization of this digital archiving system, but ongoing development is still needed, particularly in aligning the specific needs of each user based on their respective units of work. Digital archiving provides user-friendly access, necessitating accurate and appropriate provision. This is because archives serve as the foundation for organizational decision-making and policies.

The Impact of Understanding of Translation Techniques on the Quality Translations

This article aims to describe the impact of students' understanding of translation techniques to produce quality translations. The method used is a semi-experimental method by giving a pretest and posttest in the form of two English source texts of technology that are considered quite familiar to students. First, students were given a pretest to determine students' initial abilities before being given material about translation techniques. Then, before doing the posttest, students were given an understanding of translation techniques. After that, students were given a posttest to see their understanding of the use of translation techniques to produce quality translations. This research is a case study that applies a qualitative approach using content analysis techniques. An important result of this study is the understanding of translation techniques by using the appropriate translation techniques has an impact on quality translation based on three indicators of quality translation: accurate, natural, and acceptable in the culture of the target readers.

We can see from the data that the conversation appear is related to the bilateral of United States and Ukraine’s political world and Ukraine’s national defense needed. The data, later on known as the causes of the request for Trumps impeachment in 2019, since the Americans though that Trumps used his status for power abused intend to sabotage Biden in United Stated Presidential election 2021. This research will focus on the utterances that use politeness strategy (Brown and Levinson, 1983), and discuss the meaning of speech act (Yule, 1996) and it’s relation to power dimension (Lavrentsova, 2010). This research applies descriptive qualitative method (Norman in Targadi, 2011), and the result of analysis shows that there is power use from Trump’s utterances in the call conversation, since United States helps Zelensky in Ukraine presidential election and for their prosperity, so Trump thinks that Zelensky needs to pay him back.

While the PDP Law recognizes the rights of personal data subjects, it also introduces the terms "Personal Data Controller" and "Personal Data Processor" and regulates the scope of obligations of these two legal subjects. As a lex specialis law, UU PDP can serve as a legal foundation for personal data protection.

Corruption is one of the nation's problems and an extraordinary crime. The role of higher education makes an important contribution as a preventive measure in dealing with it. The issuance of the Minister of Research, Technology and Higher Education Regulation Number 33 of 2019 and several other government regulations is a public policy as a solution. The existence of policy actors, policy institutions and the policy environment is important for the integration of anti-corruption education in general compulsory courses. The research aims to analyze the substance of the anti-corruption education policy and the importance of the relationship between actors, institutions and the policy environment.

The research uses normative juridical methods, literature studies and secondary data analysis, by examining the substance of government regulations and various relevant documents. The results of the study show that there are several government regulations which constitute anticorruption policies. Its integration into the Citizenship Education course is very strategic as an effort to prevent corrupt behavior. Government officials at the central and regional levels, Corruption Eradication Commission officials, officials from the Ministry of Education, Culture, Research and Technology, university leaders, lecturers teaching Citizenship Education courses, educational figures and activists, and other education stakeholders are policy actors. The Ministry of Education, Culture, Research and Technology, the Corruption Eradication Commission, universities and institutions outside the government are policy institutions. Societal expectations for reduced corruption are part of the policy environment. There are several policy substances in several government regulations that need to be perfected.

This study aims to identify and analyze: (1) the quality of complaint handling services at UT Kupang in terms of student behavior and level of satisfaction as consumers; (2) What things need to be done by UT Kupang to increase the speed of service for complaints submitted by students as consumers. The data used in this research is primary data. Primary data was obtained by distributing questionnaires to respondents according to a predetermined sample. the average value of the quality of complaint handling services at UT Kupang seen from students' perceptions is in the appropriate/very high category. But overall, UT students still perceive the quality of complaint handling services at UT Kupang to be poor, because the complaint handling services received or in fact are lower than what students expect. To improve complaint handling services at UT Kupang, all aspects need improvement because they have a negative average gap value.

Indonesian Higher Degree Education in the VUCA Era: Pathway to a Hybrid University?

UNESCO released information that stated that there are at least around 60 million students affected worldwide due to 429 universities that had to be temporarily closed. In March 2020, it was recorded that 8 million students and 300 thousand lecturers had to undergo the transformation and start implementing online learning. At least 98% of the 4,582 tertiary institutions in Indonesia have implemented online learning. The online learning policy is regulated in a Minister of Education and Culture Circular concerning Online Learning which was strengthened by the Joint Decree of the Four Ministers in 2020. Even though many universities in Indonesia have implemented learning transformation, the processes may show differences. This article discusses how Universitas Padjadjaran's policies and strategies respond to the learning transformation policy and the challenges and mitigation strategies in overseeing the process. As one of the PTNBH in Indonesia, Unpad has started to adopt e-learning since 2003. Partially, COVID-19 accelerated the e-learning process through the Decree of the Rector of Universitas Padjadjaran Number 1190/UN6.RKT/Kep/HK/2020 requires the entire learning process at various levels to be carried out online. In line with Unpad's efforts to achieve World Class University, the Chancellor of Unpad initiated the Hybrid university policy in 2021. The new direction of the Hybrid university policy still refers to the Unpad Strategic Plan (2020-2024) implemented through various hybrid university infrastructure development programs, the Learning Management System platform (LMS) development, HR capacity building, etc.

Podcast Project: Anti-corruption Education to Improve Human Resources in the VUCA Era

The podcast project was created so that students, who are the younger generation, are aware of issues of corruption in everyday life. This study aims to analyze podcasts as an anti-corruption educational medium for youth. This study uses qualitative analysis with a case study approach. The results of the study show that anti-corruption education through podcasts is of interest to the younger generation. The podcast project as an anti-corruption education medium is one of the right preventive steps to improve the quality of human resources. Podcast projects carried out by youth can be disseminated to the public to increase public awareness regarding corruption.

Small Business Innovation Management of Export Products and Local Government Facilitation Support

This research found that the highest prospects for export-oriented MSMEs were in three business sectors, namely: food and beverages, handicrafts, agricultural and plantation products. The MSMEs management model begins with the constraints faced during exports, and then innovation benchmarking is carried out. Product uniqueness, quality control and delivery accuracy are also supporting elements in this model, so that there is continuity of innovation. Small businesses usually innovate based on their own initiative and according to market demand simultaneously, so it has an impact on sales turnover. Most of small businesses have used social media as a promotional media, but they rarely used the promotions platform that is provided by the local government. The government has a role in strategic policies and the use of technology, strategic policies in the banking sector, and strategic policies on export procedures. Social Media as Supporting Media in Online Tutorial: The case of Communication Science Students Program of Universitas Terbuka

The Covid-19 pandemic has significantly impacted to various sectors, especially distance higher education. During the pandemic, almost everyone accessed the internet, which reduced performance when accessing online tutorials. In terms of the quantity of students participating in online tutorials tends to increase but in terms of the quality of students' activeness in accessing tutorials is not optimally. This study identifies a number of elements that contribute to the poor quality of online tutorial access. This study uses mix method which starting with online survey and continuing with interviews in focus group discussion in three Regional Offices. The respondents are enrolled in semesters 3, 5, and 7. The results show that over three quarters of respondents use Android smartphones, and they range in age from 18 to 21. The top three social media respondents using are Line, Instagram, and Telegram. The ability to manage learning is quite strong, and access to social media is very high. This condition can help them in improving interaction between students and tutors. In the future it need to develop an tutorial application that is handy and comprehensive one.

Minimum Service Standards (MSS) towards Society 5.0

One of its characteristics is the utilization of artificial intelligence (AI) that aids in the work processes. The goal of Society 5.0 is to provide a positive impact on economic and social issues. This research aims to analyze the government's minimal service standards (SPM) or bureaucracy towards Society 5.0 services. The research methodology employed in this study is qualitative, with the collection of secondary data sourced from government RPJMD reports, regional government (OPD) work plans and strategic plans, journals, and books related to the research focus. Data analysis is conducted using the interactive data analysis model by Miles and Huberman. The findings of this research indicate that the Minimal Service Standards (SPM) of Bondowoso Regency encompass 6 (six) services, namely the services in the fields of Education, Health, Public Works and Spatial Planning, People's Housing and Settlements, Security, Public Order and Community Protection, as well as Social Affairs. The implementation is still not carried out to its maximum potential, thus the journey towards Society 5.0 has not been fully realized and remains a task for the local government concerning the utilization of technology and information in the orientation of public services towards community well-being.

The Policy of Moving Civil Servants to Ibu Kota Nusantara: Perspective from Junior Civil Servants

Using the case of the moving civil servants to Ibu Kota Nusantara, this paper focuses on the perspective of junior civil servants as the first and foremost target for policy acceptance. In studying the policy analysis model, this paper attempts to assess the agonistic analysis model as an alternative to technocratic and proceduralism in policy. This rationality-based analysis model tends to bring up problematic positions between policymakers and policy subjects, with some cases where policy recipients lack advocacy. The data and information in this paper come from the results of in-depth interviews with representatives of young civil servants, studies of research reports, and studies of documents and reporting chronologically. This method was chosen to support the agonistic style of the constructivist analysis model.. The agonistic analysis model in the case of the ASN moving policy to IKN has general findings and reflections, namely: 1. It is necessary to see the construction and contextuality of the pros and cons in the policy, 2. It is necessary to map the dynamics or problems that will or have occurred in the policy, 3. It is necessary to accommodate vulnerable parties in the policy.

Power Analysis in Penta Helix Practices in The Citarum Harum Programme

The first Citarum management program was launched in 1989 under the name of Kali Bersih Program (Prokasih) until Presidential Regulation No. 15/2018 on the Acceleration of Citarum River Watershed Pollution and Damage Control (PPK DAS) which was realised through the Citarum Harum Program. Currently, Citarum Harum is managed under the Pentahelix Concept Scheme that involves five main sectors, including academia, business, community, government, and media as actors who will collaborate in creating a holistic solution to the problem of Citarum River degradation. This research seeks to analyse the power relations formed from the interactions resulting from the implementation of Penta helix practices in the Citarum Harum programme. The aim is to see whether power is evenly dispersed across all Penta helix stakeholders or whether there is dominance and inequality of power relations in the Penta helix practice that has an impact on the optimisation of the Penta helix model in the Citarum Harum programme. This study uses a qualitative method by conducting interviews with the Penta helix pillars and is supported by documents on the implementation of the Citarum Harum programme. The results show that there is an imbalance of power relations between the pillars of the Penta helix. This occurs because the Penta helix is promoted as a concept that does not have a clear operationalisation of the roles and functions of each pillar. Therefore, the government as the leading sector once again dominates the process of program collaboration that has an impact on optimising the handling of the Citarum River.

This research uses a descriptive qualitative method in accordance with the guidelines and data processing. The data obtained from this study came from field studies by conducting in-depth observations and interviews. The results of this study discuss the use of effectiveness indicators from Gibson, et al (1996) with 6 indicators namely productivity, quality, satisfaction, efficiency, flexibility, and development in assessing the Village Administration and Information System in Bondowoso Regency. Referring to the results of the research discussion, it can be concluded that the use of SAID by measuring effectiveness can solve village administration service problems in Bondowoso Regency. Although there are several problems that have not been thoroughly resolved in areas that have not been reached and the lack of quality human resources in village officials in maximizing the use of SAID.

Information Technology Implementation within the Bogor Regency Office for Regional Revenue and Asset Management

The era of digital-based governance is no longer merely a directive but has evolved into an imperative that demands implementation. Best practices in e-government within a specific region ought to be disseminated to the general public to facilitate their adoption in other contexts. Likewise, the commendable practices observed within the Bogor Regency Office for Regional Revenue and Asset Management (Badan Pengelolaan Keuangan dan Aset Daerah Kabupaten Bogor or BPKAD), which has consistently achieved Unqualified Opinion (Wajar Tanpa Pengecualian or WTP) for six consecutive periods owing to the utilization of the Information Technology Application for Local Government Asset Cycle (Aplikasi Teknologi Informasi Siklus Barang Daerah or ATISISBADA), warrant broader recognition. Employing a quantitative research methodology and total sampling techniques, this study analyzes the aforementioned practices across various dimensions of performance, including hardware functionality, software quality, procedural protocols, network infrastructure, and user competencies. Optimal performance across these five dimensions is achieved through the seamless integration of robust hardware infrastructure, deployed ubiquitously across the computing environment of the Bogor Regency Office for Regional Revenue and Asset Management. Furthermore, this application is fortified by auxiliary software quality in the form of the Regional Financial Management Information System (Sistem Informasi Pengelolaan Keuangan Daerah or SIPKD), albeit now deprecated. The enhancement of user competencies through effective socialization initiatives has notably contributed to the elevated quality of financial reporting and asset management within the aforementioned office. These circumstances, in turn, exert a tangible influence on the transparency of financial matters as perceived by the public.

The Influence of Entrepreneurship Competence and Branding Capability on Business Performance

This article discusses the market trend of coffee cafes as an emerging business which has implications for the increasing spread of coffee cafes in Indonesia. This has caused competition in coffee cafes today to become more competitive, and many of them need help to develop and compete so that coffee cafes go out of business. One of the strategies coffee cafes need to survive the dynamic competition and achieve business success through managerial is to implement entrepreneurial competence and branding capability. This study examines the influence of entrepreneurial competence and branding capability on business performance in coffee café Micro, Small and Medium Enterprises (MSMEs) in Jember Regency, East Java, Indonesia. This area is one of the archipelago's coffee producers from the Raung and Argopuro mountains. The research sample was obtained from identifying coffee cafes in the Jember Regency area through Google Maps based on a 4-5 star rating. Data was collected by distributing questionnaires to 39 coffee cafe managers and then analysed using multiple linear regression analysis. The results showed that entrepreneurial competence and branding capability simultaneously affect the business performance of coffee cafes. Partially, entrepreneurial competence has a positive and significant effect on coffee café business performance, while branding capability has no effect and is significant on coffee café business performance. The findings of this study also indicate that coffee café managers must develop their ability to manage business resources, expand networking for skills enhancement, and increase market share growth.

Legal Risks for the Victims of the Criminal Act of Murder Plan on a Recovery Plan through Restitution

One form of compensation for victims of criminal acts is restitution. Restitution in accordance with the Principle of Restoration in its Original Condition (restutio in integrum) is an effort that the victim of a crime must be returned to its original condition before the crime occurred even though it is based on the fact that it is impossible for the victim to return to his original condition. A crime can cause harm to another person, namely the victim of a crime. To obtain compensation, a victim of a crime can take the procedure provided by the Criminal Procedure Code, namely the merger of cases for compensation. After the enactment of Law Number 13 of 2006 concerning Protection of Witnesses and Victims, all victims of criminal acts were also given the option to apply for compensation in the form of restitution through the LPSK. However, it turns out that there are several problems that arise in the implementation of mechanisms to obtain restitution for victims of these crimes. These problems are not only about the rules, but also about the institutions that are authorized to assist victims of criminal acts in obtaining their right to restitution.
