This study aims to formulate an integrative framework unifying digital accountability and citizenship ethics to build a sustainable financial technology ecosystem. The study employs a qualitative exploratory design through a systematic literature review and policy document analysis. The research identifies that accountability is framed procedurally rather than substantively, leaving automated decisions unexplained and users vulnerable. Three interrelated conditions emerge: formal compliance without moral justification, algorithmic opacity, and asymmetrical user positioning. Consequently, the proposed hierarchical framework rests on four interdependent pillars: Accountability by Design as a technical foundation, Algorithmic Transparency as an informational prerequisite, Citizenship Ethics as a bridge between providers and users, and Environmental, Social, and Governance integration as an evaluative instrument. This research contributes by transforming ethics from normative appeals into testable specifications, offering a pathway toward financial technology systems that are not only efficient but also just, transparent, and socially responsible.
