This study is based on the need to strengthen the civic competencies of 21st-century students who are adaptive to global challenges and developments in digital technology. The purpose of this study is to develop a deep learning-based Civic Education learning model that integrates local wisdom values, national defense readiness, and tolerance, in order to shape citizens who are characterful, critical, creative, and collaborative. The research used a descriptive qualitative research design through the stages of exploring local values, designing a learning model, and developing a hypothetical model. Data were collected through interviews, observations, and questionnaires, then analyzed qualitatively using thematic analysis techniques. The results showed that the integration of local wisdom, national defense, and tolerance through the deep learning approach was able to improve students' conceptual understanding, democratic attitudes, social empathy, and collaborative skills. In addition, this model is able to connect learning with real-life contexts, thereby strengthening the relevance of Civic Education to 21st-century learning needs. The results of the study confirm that this model is suitable for widespread implementation in higher education as a strategy for developing a generation of lifelong learners with character and adaptability in the digital age.
