Implications of Land Use and Housing Policies on the Existence of Subak as a Socio-Ecological System: A Case Study in Buleleng Regency, Bali

Abstract

Subak as a socio-spatial and socio-ecological arena, a basis for land defense, water balance, and soil conservation in ancient Balinese knowledge. However, developmentalism has led to the degradation of this land-based system rooted in Tri Hita Karana. Land use policies position the subak in a particular way. Thus, the gigantism of development dominates Buleleng's spatial planning. This research aims to deconstruct the conversion of subak in Buleleng. This research applies a case study approach. This approach elaborates on specific phenomena. By refocusing subak as a spatial entity, as well as the destructive potential of land regulation in Buleleng. The case study in this research was implemented thru observation, interviews, and literature review. Empirically, land conversion and development-oriented regulations create disequilibrium, particularly in subak land management. In the postmodern paradigm, subak as the epicenter of harmonization was marginalized by the ‘myth of progress’. The inequivalence and implications are evident in the closure of water irrigation or the creation of conflict between farmers and developers. On the other hand, regulations that transformed the local agrarian system into housing disrupted the structure and distribution of resources in the subak system in Buleleng. Significantly, the findings of this research provide conclusions regarding the side effects of developmentalism, the conservation of subak areas, and the reformulation of regulations, which convergently draw attention to the existence of traditional land use systems. The contribution of this study provides theoretical and practical understanding that the sporadicization of conversion has a destructive impact on the essence of subak conservation.
