Community Resilience in Border Areas: Health Governance and Preparedness for Emerging Diseases in Batam City

Abstract

Batam City, located on the border of Indonesia, Singapore, and Malaysia, is a hub of international mobility and trade, making it vulnerable to cross-border infectious disease transmission. This study analyzes the role of health governance in strengthening-community resilience in Batam within the framework of global health governance (GHG). This study employed a qualitative descriptive approach through a comprehensive literature review method to systematically explore and analyze the role of health governance in strengthening community resilience. drawing on secondary data from government reports, international guidelines, and scientific publications. Content analysis identified patterns of health data integration, cross-sectoral coordination, and community participation. The results show that Batam has built a community resilience framework through three components: (1) strengthening community-based health services such as Posyandu, Posbindu, and GERMAS, which reached full coverage in 2023; (2) integrating health information systems, including SIKDA and the ASIK application, to support real-time surveillance; and (3) enhancing community involvement through health education and digital literacy. Despite this progress, challenges remain, including low digital literacy, limited cadre capacity, and sub-optimal technology use. Lessons from Singapore and Denmark highlight the potential of digital integration, participatory health systems, and the Health in All Policies approach to strengthen resilience in border areas. This study positions Batam as a policy laboratory for adaptive health governance in border regions. The findings confirm that collaborative governance and community based approaches are essential for resilience against emerging diseases, offering practical implications for strengthening border health systems through digital technology, literacy, and cross-sector collaboration. Ultimately, this research provides a foundation to support Indonesia’s border health policies and improve preparedness for global health crises
